Large families from Moscow can enjoy certain benefits: housing, tax, medical and social. To obtain them, you must have a certificate of large families, and they are established by federal and local legislation.

Legislation

The main legislative act establishing the list of benefits for large families in Moscow in 2018 is Presidential Decree No. 431. It states that regional authorities can independently determine the criteria for large families, as well as establish social support measures, but they must be guided by the standards contained in the Decree.

Based on this regulatory legal act, Moscow City Law No. 60 dated November 23, 2005 was issued, which explains which families are classified as large and what benefits and payments they are entitled to.

There is also local Law No. 33 dated 07/09/2008, which regulates the specifics of payment of transport tax by citizens.

Who can claim benefits

The main document confirming the right to privileges is a certificate of large families. It is issued to one of the parents for a family with three or more children under 16 years of age. If a minor continues his studies after receiving secondary education at a university on a full-time basis, preferences will be provided until he turns 18 years of age.

When social and other benefits are not provided to large families:

  • If children are fully supported by the state.
  • If the parents were deprived or limited in their rights.

If the above criteria are met, citizens can obtain a certificate of large families. To do this, they need to contact the Social Security office at the registration address with a set of documents:

  • statement;
  • children's birth certificates;
  • passport;
  • marriage certificate;
  • certificate of family composition;
  • a certificate from an educational institution, if the child continues to study after his 16th birthday;
  • court decision on adoption (if any of the children is not their own);
  • agreement on the place of residence of minors (if parents are divorced);
  • 3 x 4 photos.

Social Security employees are given 30 calendar days to review the materials, after which the applicant is notified in writing of the decision made. If it is negative, the notice will include reasons. They can be eliminated and re-apply for a certificate.

If the decision is positive, the applicant must come to Social Security to receive a document confirming the rights to privileges.

Important! After registration of the certificate, benefits do not begin to be provided automatically. To use them, you need to apply for each of them, otherwise the family is left without preferences and payments.

  • Free use of public transport is only available to children and one parent.

  • If parents are raising more than five minors, they receive compensation of 1,800 rubles. for the purchase of children's goods.
  • If income does not exceed the subsistence level, a monthly subsidy of 10,000 rubles is paid. for a child up to three years old. After reaching the age of three, the amount of payments is reduced to 4,000 rubles.
  • Immediately at the birth of the baby, 14,500 rubles are paid. at one time.
  • A parking permit is issued at Moscow Parking and gives the right to use free parking for one year.

Another important “benefit” is. Unlike the federal one, the amount of payments here is significantly lower - only 100,000 rubles. You can spend the money on improving living conditions, paying off mortgage interest and the body of a housing loan, educating a child, or forming the funded part of a mother’s pension.

The right to local maternity capital arises after the birth or adoption of a second child. It is issued through Social Security, the funds are disposed of according to the certificate.

Important! As is the case with the federal one, regional maternity capital is not issued in cash. It is spent only for certain purposes, the money is transferred by bank transfer.

How to apply for benefits

Various state and municipal organizations are involved in applying for benefits, so before tackling this issue, you need to decide where to go:

  • For tax preferences, documents are submitted to the Federal Tax Service office at the place of registration.
  • To receive payments and benefits, free trips, coupons for visiting exhibitions or discounted travel, as well as other social privileges, you should visit Social Security.
  • To place a child in kindergarten, an application is sent to the Education Department.
  • To receive free meals at school, documents must be submitted either to the management of the educational institution or to Social Security - your choice.
  • The Department of Social Protection is responsible for processing compensation for housing and communal services.
  • To receive a free plot of land, you must submit an application to the local administration.

The entire procedure for obtaining preferences looks like this:

  1. The family determines exactly what benefits it needs and what benefits are required by law.
  2. Documents are collected and an application is drawn up. All this is provided to the authorized organization.
  3. 10 days are allotted for review of materials. Based on the results, citizens receive a notification of the decision made.

Let's look at a practical example of receiving a transport tax benefit:

The Agapov family has a passenger car with a capacity of 200 hp. s., the owner is the father. In Moscow there are no restrictions on engine power for tax exemption, so the owner can apply for it. To do this, he visits the Federal Tax Service with an application, PTS, STS and a certificate. After consideration, a decision is sent to him in writing to the address specified in the application.

Note! The Federal Tax Service recommends processing benefits in advance, preferably in May-June, so that beneficiaries can be included in the appropriate register on time. Payment of property tax is made before December 1, but receipts are sent to payers before November 1 of the reporting period.

Since January, Moscow has been increasing the size of the city standard for non-working pensioners, as well as a number of social benefits. the site tells how much social support will increase in the capital and who will receive increased payments.

Sergei Sobyanin called social support for Muscovites a priority for the coming years. Pensions, benefits, assistance to large and low-income families - these are just a few of the areas on which a significant portion of the city’s money will be spent from January 1, 2018. First of all, the increase will affect those who need social support more than others.

The amounts of increased payments were determined taking into account the opinions of residents of the capital. Sergei Sobyanin discussed what measures need to be taken to improve the lives of Muscovites during meetings with pensioners, veterans, large families, single mothers and parents of disabled children. Proposals were made by the Moscow City Council of Veterans, representatives of large families and other public organizations. The Moscow Mayor included in the draft budget exactly the proposals that were made at these meetings.

Help for pensioners and veterans

In Moscow, the minimum pension amount will increase. The mayor of Moscow supported the proposal of the veterans council to immediately increase it by three thousand rubles. The city social standard will be 17,500 rubles. Already at the end of December, almost 1.4 million city residents will receive an increase in their pensions.

“If you take the last seven years, we started with 10 thousand rubles. Now there are already 17.5 thousand. That is, we annually increase the size of this minimum pension by almost a thousand rubles. And in the future we will try to increase it as much as possible,” said Sergei Sobyanin.

Monthly compensation to labor veterans, home front workers and victims of political repression will more than double from 2018.

In addition, city benefits to veterans and participants in the defense of Moscow will double. They will be paid eight thousand rubles monthly instead of four thousand.

Additional compensation is provided for the capital's centenarians. Those who will turn 101 or older next year will receive 15 thousand rubles at a time. Married couples will also receive one-time cash payments on the occasion of their anniversaries. Those who celebrated the 50th anniversary of marriage will receive 20 thousand rubles (in 2017, the payment was 10 thousand rubles), the 55th anniversary and 60th anniversary - 25 thousand (in 2017 - 11 thousand and 12 thousand rubles, respectively), the 65th anniversary and 70th anniversary - 30 thousand (in 2017 - 13 thousand and 15 thousand rubles, respectively).

Monthly compensation to pensioners will double in exchange for free travel on public transport, as well as on commuter trains.

Support for low-income and large families

The amount of child benefits for low-income families will increase from three to 6.25 times. The increase in these payments will affect almost 300 thousand young Muscovites. Almost five times - the monthly child benefit will increase for low-income families with children under three years old - up to 10 thousand rubles (in 2017 - two thousand rubles).

Payments to low-income single mothers and fathers, military personnel undergoing military service for a child under three years of age will increase to 15 thousand rubles, and the amount of benefits for children over three years of age and benefits to large families and families raising disabled children will increase in twice. Monthly assistance for caring for a disabled child under the age of 18 or a disabled child under the age of 23 will amount to 12 thousand rubles (in 2017 - six thousand rubles). The same amount will be paid for a child under the age of 18 living in a family in which both or the only parent do not work and are disabled people of group I or II.

For large families with five or more children, the city will also increase monthly payments for the purchase of children's clothing, payment for housing, utilities, and telephone communications. Parents will also receive increased payments for International Family Day and Knowledge Day.

In the Moscow budget, the growth of social expenditures is twice as fast as the growth of other items. It is planned to allocate 430 billion rubles for social needs in 2018. Part of these funds will go to increase salaries for social workers.

From 2011 to 2017, budget spending on the social sector in Moscow has already been almost doubled. At the same time, the targeting of benefits was strengthened. For example, expenses on subsidies and benefits for housing and communal services increased threefold, nine times on providing food and clothing assistance to the poor, and five times on providing disabled people with technical means of rehabilitation.

At the same time, the city launched a system of benefits for paying contributions for major repairs, which covered about four million Muscovites. As part of the reform of ground public transport, beneficiaries received the right to free travel on commercial buses.

New benefit

Raising children nowadays is difficult and expensive, especially if there are many of them. Therefore, the state is taking a number of measures to support families raising several children. They are provided with preferences at various levels: federal and regional. Legislation is constantly changing. Let's consider what benefits large families can count on in 2020 in various regions of the federation.

The legislative framework

The main document on which the legislator relies when working with social units in which many children are being raised is considered to be Decree of the President of the Russian Federation No. 431 of 05.05.1992 “On measures for social support of large families.” The last changes were made to it on February 25, 2003. This document instructs regional legislative assemblies to establish the status of families that will be considered large. That is, it itself does not contain criteria. In federal legislation there is no concept of a large family at all.

Currently, in most regions, a family is recognized as “large” if it contains at least three natural (adopted) minor children.

The family retains its status until the eldest child reaches 24 years of age, if he is studying (full-time).

Status confirmation


In order for payments to be assigned, the family must confirm its status and receive the appropriate document - an identity card. Payments to large families in 2020 are calculated based on, among other things, a certificate. A sample of it is being developed by the regions. But the order of receipt is not much different. To secure your status, you need to contact your local social support department.

You should have the following documents with you (originals and copies):

  • parents' passports, including a copy of the registration page;
  • children's birth certificates;
  • marriage certificate;
  • certificates for all family members proving their registration in the region;
  • certificate of paternity (if available);
  • for young people who have crossed the 16-year-old threshold, a certificate from an educational institution is required;
  • when children from previous marriages are raised in a family, then additional evidence is provided:
    • about marriage;
    • about divorce;
    • about the death of one of the parents;
    • court decision on recognition as missing;
    • about deprivation of parental rights and more.
  • 3x4 photos of both parents.

Adoptive parents provide a court decision on adoption. If one of the three children in a family is under guardianship, such a family will not have many children.

Other documents may be required, the list of which is approved by regional authorities. A complete list of documents should be found in the territorial department of social protection or MFC.

Why do you need a certificate?

This document confirms the family’s right to a number of benefits established by regional authorities. It is usually valid for one year. The expiration date of his term of office is indicated in the document itself. After its occurrence, you need to go through the registration procedure again.

The certificate is extended until there are less than three minor children left in the family. That is, the eldest:

  • will celebrate his 18th birthday;
  • complete the educational process or reaches 24 years of age;
  • parents are deprived of parental rights in relation to at least one of their children.
The rule limits the student's age to 24 years. That is, if a young man continues to study, the status is still lost by the family.

Federal support


State assistance applies to all parents. They are guaranteed the following payments:

  1. One-time birth benefit in the amount of 17,479.73 rubles.
  2. Monthly payment for child care up to 1.5 years:
    • for the first - in the amount of 3,277.45 rubles;
    • for the second and subsequent ones - 6,554.89 rubles. The maximum benefit amount should not exceed 26,152.27 rubles. Military wives are entitled to an additional amount of 11,863.27 rubles.
  3. Maternity capital, if it was not used with the second child.
  4. At the moment, the Government of the Russian Federation, on behalf of the President of the Russian Federation, is developing a bill according to which families in which a third or subsequent child was born between 01/01/2019 and 12/31/2021 will be allocated 450,000 rubles to repay the mortgage loan. Such assistance will be provided once.
Other payments are established by regional governments. Their sizes should be viewed on the relevant portals or at the local administration.

Monthly payments from the state

To support the standard of living of large families, many regions have approved the minimum monthly wage.

In 2019, the monthly average in the country was 10,444 rubles. This measure of support is paid regardless of the amount of child care benefits a woman receives from social security or an employer. At the moment, such benefits are guaranteed by 97 regions of the country, and new regions join the project every year.

If a family is recognized as low-income, then payments are made for each minor. Their size depends on the regional coefficient; accordingly, the amount of payment is determined by each region separately.

To apply for both types of benefits, you must contact the territorial department of social protection or the MFC.

Maternal capital

This type of assistance is established by Federal Law No. 256-FZ of December 29, 2006. According to this document, the family receives a certificate for a certain amount for the birth of a second or subsequent children. That is, the rule applies to families with many children, including if, for example, at the birth of the second baby the right to maternity capital was not used.

The amount of maternity capital in 2020 is 453,026 rubles, its amount will be indexed. It should be completed at the local branch of the Pension Fund (PF) or MFC. To do this, you must provide birth certificates of all children and the passport of the applicant parent.

In the case of a stillborn baby, a certificate is not provided. In addition, it can only be used for the following purposes:

  • improving living conditions (buying an apartment, building a house, paying off a mortgage, etc.;
  • payment for education;
  • increase in mother's pension
  • acquisition of goods and services for adaptation and social integration of a disabled child into society
  • receiving a monthly cash payment for child care, in accordance with 418-FZ of December 28, 2017.

One-time cash payment to families with many children


By Decree of the President of the Russian Federation No. 606 dated May 7, 2012, individual regions were instructed to develop and implement a procedure for providing large families with a monthly cash payment (MCA). It is charged for each child. The size of the monthly allowance depends on the average cost of living in the region. And the criterion for developing these measures is the demographic situation and birth rate.

The decree obliges to provide support in those regions of the federation where the birth rate is low compared to others. In 2019, EDV is accrued in 62 regions of the Russian Federation. Families who have a third (and subsequent) baby after December 31, 2012, until the child reaches 3 years of age, can receive it. From 2020 there will be 75 such regions.

How to get EDV

In order for the money to start flowing into the account, parents are required to contact the local social security office. The following documents should be provided there:

  • information about family composition and income;
  • children's birth certificates;
  • copies of parents' passports.

Above are the basic documents. Social assistance specialists may also require other documents confirming the status of a needy family.

EDV is prescribed until the child reaches 3 years of age. The following may equally apply for it:

  • biological parents;
  • adoptive parents;
  • guardians.

Awards from the state


There is another type of support. This is the rewarding of parents with many children with badges of honor or state orders.

In addition to moral encouragement, some are accompanied by the payment of a certain, considerable amount.

The Order of Parental Glory is issued for seven children raised at least until the seventh child reaches 3 years of age. In the case of adoption of children, the period of their upbringing must be at least 5 years. In this case, the parents must be married, registered with the civil registry office.

It is important that at the time of awarding all children must be alive, and the family must lead a healthy lifestyle, be socially responsible, and ensure the appropriate level of care and full and harmonious development of children. The order is accompanied by a payment of 100 thousand rubles. This amount is intended for the entire family.

Regional preferences for large families

In the constituent entities of the federation, governments are developing their own measures to support large families and low-income citizens. They differ in conditions, methods of payment of financial assistance, and others.

However, there are general rules of approach to solving this problem. They are:

  • support is provided to families who are unable to cope with the hardships of the current times on their own;
  • parents raising a large number of children are a socially responsible family who provide the necessary level of care and development for children;
  • regions issue targeted assistance, that is, the right to it must be documented.
Please check with your local administration for specific support measures. , social security department or MFC. They may change throughout the year, as work on improving the system of supporting beneficiaries does not stop.

Compensation for accommodation


In some regions, payments related to rising inflation have been approved. They compensate for the loss of income for people with low wages who are raising children.

According to regional regulations, families are guaranteed the following payments:

  1. To pay for housing and communal services (HCS). On average it is 30% of the invoice amount. In some regions it can reach 50%, for example, in the Republic of Crimea.
  2. Compensating payments to large families due to the rising cost of living. They are issued for children under 16 (in some cases 18) years old, provided that the young person is receiving education. Charges depend on the standard of living in the region.
    • For example, in the capital in 2020, families with 3-4 children receive 1,200 rubles each, and if there are more than five children, then 1,500 rubles each.
  3. Payments to reimburse the cost of food growth are also compensatory. They are available in some regions of the federation for children under three years of age. The payment amount is 675 rubles.

In Moscow, additional support measures have been developed for families with ten or more children. They are:

  • by September 1, parents can receive 10,000 rubles. to prepare children for school;
  • for International Family Day, a gift in the amount of 20,000 rubles is given;
  • a mother who has given birth to 10 or more children and receives a pension is assigned a monthly payment in the amount of 20,000 rubles.
All types of assistance are of an application nature. They must be independently registered with the relevant government agency.

Regional payments for the third child

In some regions, where the birth rate is poor, their own programs have been adopted to stimulate it. In them, along with maternity capital, regional family capital is issued.

The government of the Smolensk region became a pioneer in this area. Since 2008, the region has established a payment for the birth of a second and subsequent children in the amount of 163.3 thousand rubles.

Similar events take place in other regions of the Russian Federation. You must contact your local administration or social security department for information.

Help to prepare for school


Help is provided to two categories of students:

  • for first graders;
  • for students in grades 2-11.

To prepare a first-grader for school, the state provides assistance in the amount of 7,500 rubles to a large family. If the number of children in a family exceeds 10, then the assistance is set in a fixed amount - 10,000 rubles.

For schoolchildren of subsequent grades, 5,000 rubles are allocated to prepare for school.

Adoptive parents, among others, can apply for help preparing their children for school.

In the capital in 2020, 5 thousand rubles are allocated for these purposes. If there are more than 10 small citizens in a family, then the amount increases to 10 thousand rubles.

The amount of the benefit does not depend on the actual number of students; the amount of assistance is determined by each region separately. The status of a large family is important.

St. Petersburg supports families with smaller payments for the purchase of uniforms. The amount is only 1.5 thousand rubles. If a family is recognized as low-income, then it is entitled to 2.5 thousand rubles.

Similar programs operate:

  • in Nizhny Novgorod: here 879 rubles are given for each first-grader;
  • in the Chelyabinsk region - 15 thousand rubles. planned to support low-income families with many children;
  • The Novosibirsk government issues 5 thousand rubles. for a first-grader and 10 thousand rubles. for a freshman. All other students brought up in large (at least three children) families are entitled to 300 rubles.

Other support measures at the regional level

Various types of benefits are included in local programs. In 2020, they will be provided in the following cases:

  • if a child is sick, he is entitled to free medicines (usually up to 6 years);
  • purchasing school supplies from the budget;
  • discounts on trips to camps and sanatoriums for medical reasons;
  • payment for part of the travel to the place of health restoration;
  • financial assistance in difficult living conditions;
  • provision of land on preferential terms or free of charge.
Almost all regions provide large families with the right to preferential travel on public transport (except taxis) and commuter trains and the right to free visits to theaters, museums, etc.

How to get regional support


You should contact your local social services office for assistance. You need to take with you all the documents confirming your category and apply for a preferential certificate (the procedure is described above).

After receiving the certificate, the citizen should come to the social security office or the MFC and write applications, for example, before Knowledge Day or in other specific cases. Care must be taken to ensure that official recognition of status is not lost due to delays in re-issuing documents.

When registering your status, you should write down all the benefits provided to large families at the regional level, taking into account the application.

Last changes

Since 2018, the list of constituent entities of the Russian Federation receiving federal subsidies to provide regional social assistance to needy large families has been expanded.

Now such assistance is provided to 60 regions instead of 50. The corresponding order of the Government of the Russian Federation has already been approved and published.

Every year in Russia there are more and more government programs to support families with children. But the greatest attention has always been paid to large families, which make the maximum contribution to solving the demographic crisis. They are entitled to all sorts of benefits and privileges from the state, but today we will dwell in more detail on what financial assistance is provided for large families in 2020.

When is a family considered large?

Each subject of the Russian Federation can adopt its own criteria for large families. They were given this right. However, in most regions there is a single condition for granting a family the status of a large family - the presence of more than 3 minor children. And in the case of full-time education for an older child, the age restrictions are extended to 24 years. No distinction is made between natural and adopted (adopted, warded) children when assigning status.

When moving from one region to another, a large family is forced to re-prove its status based on the criteria in force in the new territory. It is issued through social services. protection, where the following documents should be provided:

  • parents' passports;
  • children's birth certificates;
  • Marriage certificate;
  • certificate of family composition;
  • certificates from the university.

The certificate is issued within 2-4 weeks after submitting documents. From this moment on, the family has the right to receive payments from the state provided for large families and enjoy benefits.

Federal financial support

Federal support measures are divided into monthly benefits, one-time payments, subsidies and compensation.


Monthly benefits

The monthly benefits include two types of payments.

  1. Child care benefit, paid up to 1.5 years. Employed citizens are assigned 40% of the average salary for the last 2 years. Unemployed parents with many children are entitled to a social benefit in the amount of 6284.65 rubles.
  2. Benefit when on additional leave to care for children. Provided up to three years of age in the amount of 50 rubles per month.

Since 2020, a new type of benefit has come into force, paid until the child turns 1.5 years old. It is assigned in an amount equal to the current minimum subsistence level in the region. But a large family cannot count on such payments, since they are provided only for the first-born.

One-time payments

At the moment, the law provides for 4 types of one-time payments at the federal level.

  1. Maternity benefit. Represents compensation for 100% of the employee’s average income for 140 days (in case of multiple or complicated pregnancies, this period is extended). Only officially employed citizens, as well as military personnel and full-time students can count on benefits.
  2. One-time benefit for the birth (adoption) of a child in the amount of 16,759.09 rubles. Provided for each child, regardless of the order of birth and the income of the parents. For the adoption of a ward with a disability, brothers and sisters or grown children (over 7 years old), an increased payment in the amount of 128,053.08 rubles is due.
  3. Payment for early registration for pregnancy. If you register before the 12th obstetric week, an additional 628.47 rubles will be charged.
  4. Maternal capital. Reliable for the second baby or for any subsequent one, if it has not been received previously. After the latest indexation, its size is 453,026 rubles, and this amount will not change until 2020. The capital can be spent on improving housing, children's education and the mother's pension, and only after the child reaches 3 years of age. But from 2020, certificate holders can cash out part of the funds ahead of schedule, receiving additional benefits until the child turns 1.5 years old (not higher than the subsistence level), as well as paying for preschool services from maternity capital. Previously, large families were provided with only one-time payments of 20 thousand rubles ahead of schedule.

Maternity benefits are assigned at the place of work, maternity capital is assigned through a branch of the Pension Fund, all other payments to large families are provided through social services. protection.

Tax deduction

Having a large number of children allows you to significantly save on family income taxation. When calculating personal income tax, parents with many children are entitled to a deduction for each minor dependent ().


In 2020, the deduction is provided in the following amounts:

  • for the firstborn and second child – 1400 rubles;
  • starting from the 3rd child – 3000 rubles;
  • if the child has a disability – 12,000 rubles;
  • if a child under guardianship has a disability – 6,000 rubles.

For children receiving higher education, the deduction is due even after they reach adulthood, until they turn 24 years old. If the second spouse died or went missing, the deduction is double.

If the parents have a large difference in income level, the holder of the lower salary can waive his right to a deduction so that the second spouse is provided with double the amount.

You must confirm your right with the tax authorities by providing birth certificates of your children. Further registration of the deduction is carried out at the place of work by writing a free-form application addressed to the director.

Compensation for housing and communal services

Families with children are entitled to compensation for utility bills. Their size depends on the decision of regional authorities, but cannot be less than the minimum established by federal legislation:

  • 50% for families with 10 or more children;
  • 30% for other large families.

Payment of compensation implies the following procedure: the recipient pays the utility bill in full, after which up to 50% of the expenses incurred are returned to his bank account. The right to receive compensation through social authorities is formalized. protection every 6 months, since the benefit is temporary.

Subsidizing a mortgage loan


Since January 1, 2020, Russia has had a state support program for large families with mortgage debt. She was introduced. As part of the program, families with children have the opportunity to take out a mortgage or repay an existing loan at a preferential rate of 6% per annum. The difference with the rate offered by the bank will be repaid from public funds.

Mortgage subsidies are provided if the following conditions are met.

  1. In 2018–2022 a second child appeared in the family. In this case, the state will participate in repaying the loan within 3 years.
  2. During the above period, the family acquired a 3rd child - the subsidy will continue for 5 years.
  3. During the three-year grace period assigned for the 2nd child, a 3rd child appears in the family. In this situation, the total period for receiving the subsidy will be 8 years.

You can only get help paying for a previously taken out mortgage if it was issued after January 1, 2020. There are also restrictions on the loan amount. For Moscow, St. Petersburg and their regions, the threshold is set at 8 million rubles, for other regions – 3 million rubles.

Providing free land

The state project “Promotion of Housing Construction” is aimed at providing families with a third child with free land plots.

You can count on help only if a number of conditions are met:


  • all family members are citizens of the Russian Federation;
  • regional registration has been available for the last 5 years;
  • the parents’ marriage is officially registered (only if the family is complete);
  • there are no other land plots in the property.

The authorities of the constituent entities of the Russian Federation have the right to establish additional criteria for providing assistance, for example, by income level. They are also given the right to determine the size of the allocated plots, which should be within the range of 6-15 acres.

To obtain free land, you should contact your local administration. There you can find out the exact set of documents required for this. The legislation provides for the allocation of land to a large family within 1 year, but due to the lack of free plots, in practice one has to wait much longer.

Regional assistance

Financial support is provided to large families at the regional level. Moreover, in some regions it exceeds aid from the federal budget in volume.


Compensation for the birth of children

In almost every region of Russia, one-time compensation payments are awarded for the birth of a child.

  • In Moscow, the 2nd and all subsequent children receive 14,500 rubles. For triplets or triple adoption they pay 50,000 rubles. In addition, in the capital there are Luzhkov payments for young families (up to 30 years old), within which a large family is entitled to 10 subsistence minimums for the 3rd and each subsequent child. For the 1st quarter of 2020, this amount is 161,600 rubles.
  • In the Moscow region, starting from the 3rd child, they pay 30,000 rubles. If twins are born – 70,000 rubles, and if triplets are born – 150,000 rubles.
  • In St. Petersburg, for the 3rd and all subsequent children, 47,096 rubles are due.
  • In Veliky Novgorod, for the birth or adoption of two children at once, a one-time payment is due - 200 thousand rubles, and if three new members appear in the family at once - 1 million rubles.

Regional compensation is provided only if you have local registration. In some regions it must be permanent (Moscow), in others temporary registration is allowed (St. Petersburg). Maternal capital

In many constituent entities of the Russian Federation, local maternity capital or its equivalent has been approved.

  • In St. Petersburg, a certificate in the amount of 140,216.97 rubles is issued to a family in which a third child was born.
  • Local authorities are helping Tatarstan families pay off their mortgages. A payment of 200,000 rubles is due for the birth of any child in order.
  • In Bashkiria, maternity capital is issued only for adopted children. Its basic amount is 453,026 rubles, but if the ward has a disability, its value increases to 553,026 rubles.
  • In the Novgorod region, a family with three children is given money for the construction or purchase of housing in the amount of 200,000 rubles.

Like the federal payment, regional capital can only be spent for a strictly intended purpose - to improve housing, study and treat children.


Other benefits and compensation

A standard child benefit is paid for each minor member of a large family. Its size is determined at the regional level. For example, in Moscow it is 1,500 rubles per month. An increased benefit may be paid to children from single-parent families, including those in which the fathers evade child support, as well as to families of military personnel.

Regions were recommended to establish a benefit for the third child (subsequent ones), which should be paid to them until they turn three years of age. This recommendation was followed by the majority of constituent entities of the Russian Federation, establishing benefits:

  • 9665 rubles – in the Krasnodar region;
  • 7268 rubles – in the Volgograd region;
  • 10,325 rubles – in the Astrakhan region, etc.

In some regions, mothers with many children receive separate benefits. In Moscow, women who give birth to 10 or more children are entitled to an additional payment to their pension in the amount of 10,000 rubles. In St. Petersburg, under similar conditions, an additional payment of 2826 rubles is paid.

Children from large families are entitled to compensation for the purchase of school supplies. It is paid before Knowledge Day. For example, in Moscow the compensation is 15,000 rubles per family plus 5,000 rubles per student for the purchase of a school uniform.

Families with children can also count on other regional social benefits:

  1. monthly compensation for rising food costs;
  2. payments due to increased cost of living;
  3. compensation for the purchase of children's goods;
  4. payment for reimbursement of utility bills;
  5. compensation for expenses for using a landline telephone;
  6. payments for Family Day, etc.

In addition to financial support, families with children are provided with in-kind assistance. It can be expressed as follows:

  • provision of baby food;
  • vouchers to sanatoriums and children's holiday camps;
  • free visits to museums, zoos and other municipal places of culture and recreation;
  • sale of tickets to the circus and theater at a reduced price;
  • social travel tickets;
  • free parking spaces, etc.

  • free use of public transport services.

Important! When establishing the status of a large family, natural and adopted children, as well as stepdaughters and stepsons, are taken into account.

Depending on what status (large or low-income family) entitles you to payments, parents will need the following documents when applying for them:

Important! If the registration of benefits is not carried out by the parent personally, but by an authorized representative, he must issue a notarized power of attorney. If a family member changed his last name, first name and/or patronymic, a certificate of name change will be required.

Where benefits are issued to low-income large families in Moscow in 2020

Important! Guardians and trustees of 3 or more adopted children must submit an application in any case to the “My Documents” Service Center.

To obtain the following benefits, documents must be submitted to the “My Documents” Service Center:

  • compensation for retired mothers raising at least 10 children;
  • annual compensation by May 15;
  • annual compensation by September 1.
