Presidential Decree No. 606 of 05/07/2012 recommended that in the constituent entities of the Russian Federation it be established in the amount of the regional child subsistence minimum (ML) for the 3rd child (and, as a rule, each subsequent child) until he reaches 3 years of age.   • every month or once a quarter;
  • the child's monthly minimum allowance may be paid in full, or another amount established by local legislation may be paid (often less than the monthly minimum);

Conditions for receiving also vary by region: the right to benefits may arise depending on the level of family income, date of birth and even the number of children (payments may be prescribed starting not from the 3rd child, but from the 4th or 5th).

Land plot for large families

Clause 6 of Art. 39.5 of the Land Code (LK) of the Russian Federation provides for the free provision of ownership of a land plot to citizens with 3 or more children. However, the procedure and additional conditions for its provision are determined by regional authorities.

So, for example, parents must be registered with the administration as those in need of housing or they must have grounds for such registration.

In addition, regional authorities may offer the family another option for providing housing or monetary compensation instead of providing a plot. This option is possible only with the consent of each specific family.

Tax benefits

In accordance with clause 4, part 1, art. 218 of the Tax Code (TC) of the Russian Federation, for the third child and subsequent children the standard is 3000 rubles, while for the first and second - according to 1400 rubles.   • three - at 57 years old.

State awards

At the same time, the composition of the family can be different, and often it is not only parents and children, but also grandparents and grandchildren.

In 2019, in addition to benefits for education, taxes and housing and communal services, other assistance to the poor is provided. For example, a child has access to the following list of support measures:

  1. Meals twice a day in the canteen for school students.
  2. Providing a place on the list of beneficiaries.
  3. Subsidies for the purchase or free issuance of school and sports uniforms.
  4. Children under 6 years of age are prescribed free medicines for illnesses.
  5. Once a year, compensation is 50% of the cost of travel for treatment in a sanatorium (applies to one accompanying person).

It became possible for parents in such families to receive:

Tax benefits for large families under personal income tax

Benefits for persons with 3 or more children at the federal level are provided for personal income tax (NDFL). It does not matter whether the family has officially received the status of having many children. The personal income tax benefit is that the standard deduction for the third and each subsequent child is provided in a larger amount (3,000 rubles) compared to the deduction for the first and second (1,400 rubles). If there is only one parent in the family, then the amount of the deduction increases by 2 times.

What is due for the 3rd child? Let's look at the use of deductions using an example. If in a family with 3 children both father and mother work, then each of them will receive a deduction in the amount of 5,800 rubles. (1,400 rubles for the first child + 1,400 rubles for the second + 3,000 rubles for the third). That is, monthly income tax will not be charged on the part of income (salary, etc.) equal to 5,800 rubles.

The right to deduction is retained if an adult child is studying full-time (up to 24 years of age). If the eldest child in the family has reached the age of 18 (the student is 24), a deduction of 3,000 rubles is still provided for the third child born in the family. But as soon as a person’s total income for the year exceeds 350,000 rubles, the opportunity to receive a standard deduction is lost.

Regional tax incentives for large families

In many regions of the federation, citizens with many children have concessions in paying taxes on land and transport. They can be either in the form of complete tax exemption or in the form of a reduced tax rate. Thus, in the capital, one of the parents in a large family does not pay tax for 1 car.

What benefits are available to large families in the labor sphere?

The benefits for a large family, enshrined in the Labor Code of the Russian Federation, do not depend on whether this status is officially formalized. The only thing that matters is whether the employee has young children.

An employee with 2 or more children under 14 years of age may be granted additional leave (no more than 14 days), which will not be paid. The right to this leave is secured in the collective agreement concluded between the employer and employees. The parent chooses the time of receiving such leave independently.

An employer does not have the right to dismiss an employee on his own initiative if the following conditions are simultaneously met:

  • the employee is the sole breadwinner of a child under 3 years of age;
  • the family has 3 or more young children;
  • the other parent is unemployed.

The exception is dismissal during the liquidation of an enterprise, for repeated or gross violation of labor duties, commission of an offense by a person working with material assets, and other similar situations.

The Law “On Insurance Pensions” dated December 28, 2013 No. 400-FZ states that the period of child care up to 1.5 years is included in the length of service giving the right to an old-age pension. Maximum experience includes no more than 6 years of child care. In other words, large families can receive this benefit not only for the first and second, but also for the third or fourth child.

Parents with many children who have registered for unemployment have a priority right to learn a new specialty and find employment. Specific job selection programs for unemployed citizens are approved at the regional level.

Benefits for large families

Benefits for large families are established both by federal laws and at the level of constituent entities of the Russian Federation. Speaking about what large families are entitled to, it should be noted that they have the right to all the payments that other parents receive. In addition, in many cases the number of children affects the amount of the benefit, and most regions have introduced a separate benefit for the third child.

A lump sum birth benefit is provided for each child born alive. It is paid at the place of work of one of the parents. And if both of them are not employed, then the payment is made by the Social Security Administration. The benefit for the third child was introduced on January 1, 2013 in 53 subjects of the federation, the birth rate in which is lower than in the country as a whole (including in the capital and St. Petersburg). What is required for 3 or more children in Moscow?

Most support measures related to raising 3 or more children are addressed to both parents, one of the parents, minor children or the family as a whole. But there are a number of advantages designed only for mothers with many children. This is due to the fact that the birth of several children represents a serious burden on the female body, and also due to the fact that it is the mother (most often) who is largely involved in raising a young child.

The Law “On Insurance Pensions in the Russian Federation” stipulates that pensions are accrued from the age of 50:

  • mothers who gave birth to 5 or more children, raised them until the age of eight and have an insurance record of 15 years;
  • women who have given birth to 2 or more children and have worked for 12 years in the Far North or 17 years in equivalent areas (20 years of experience required).

Support measures for mothers of many children can also be introduced at the level of federal subjects. Thus, in Moscow there is free assistance for women who have given birth and raised 10 or more children, which includes:

  • production of dentures (except for dentures made of expensive materials) in state medical institutions;
  • receiving medications prescribed by doctors at state outpatient medical institutions.

In addition, mothers of 10 or more children receiving a pension (of any type) are entitled to monthly compensation in the amount of 10,000 rubles.

Benefits for large families in Moscow

The largest number of benefits for large families is provided in the capital. The Law “On Social Support for Families with Children in the City of Moscow” provides for the following types of in-kind assistance for such families:

  • free provision of baby food for children under 3 years of age;
  • free provision of medicines to children under 6 years of age;
  • free meals in schools (2 times a day);
  • free travel on public transport;
  • the right of preferential enrollment in kindergartens;
  • reduction of fees for kindergartens (if there are 10 or more children - exemption from fees);
  • benefits for housing and housing and communal services;
  • free visit to the zoo, once a month to the museum, discounted tickets to cultural institutions;
  • advantage in obtaining land for gardening;
  • free access to baths run by the city.

An impressive number of payments for 2017 for residents with 3 or more children was established by decree of the capital government dated December 6, 2016 No. 816-PP:

  • due to the increase in the cost of living (600 rubles per month - for citizens with 3-4 children, 750 rubles - if there are more children);
  • for the purchase of children's goods (900 rubles per month - for families with 5 or more children);
  • a family raising 10 or more children (750 rubles every month for a child under 16 years old and a student under 23 years old);

If a family has at least seven children, then the parents in such a family are candidates for awarding a medal or Order of Parental Glory. Those awarded the Order of Parental Glory receive a one-time payment of 100,000 rubles.

In addition to cash payments, large Moscow families also have the right to receive some intangible benefits:

– free supply of baby food products for children under seven years of age, based on the conclusion of doctors from medical organizations of the state health care system of the city of Moscow;

– free provision of medicines to children under 18 years of age;

– free two meals a day for children studying in educational institutions implementing general education programs;

– free travel on all types of urban passenger transport (except taxis and minibuses) for children under 16 years of age (students in educational institutions – up to 18 years of age);

– admission of children to state preschool educational institutions of the city of Moscow in the first place;

– free travel on suburban railway transport for children under 16 years of age (students in educational institutions implementing general education programs - up to 18 years of age);

– free use by children of paid physical education, health and sports services provided by institutions included in the city state system of physical culture and sports, in the manner established by the Moscow Government;

– exemption from paying for the maintenance of children in state preschool educational institutions;

– benefits for establishing the amount of payment for residential premises and utilities in the manner and on the terms established by the Moscow Government;

– the right to provide residential premises owned by the city of Moscow and subsidies for the acquisition or construction of residential premises in the manner and under the conditions established by federal legislation and legal acts of the city of Moscow;

– the right to free visits to the zoo, payment at preferential prices established by the Moscow Government, visits to museums, cultural and recreation parks, exhibitions, stadiums, cultural, educational and sporting events in the specified cultural and sports institutions administered by the Moscow Government, and once per month – free visits to museums and stadiums;

– priority right to receive garden plots;

– the right to free use of the services of bathhouses run by the Moscow Government;

– the right to free travel on all types of urban passenger transport (except taxis and minibuses) to one of the parents in a large family;

– the right to free parking in paid zones in Moscow.

4. HOW TO EXERCISE YOUR RIGHTS

First of all, you need to obtain a certificate for a large family. The certificate is issued based on your application to the local social security authority. The application must be accompanied by a list of documents (passports of parents, birth certificates of children, as well as other documents required by this authority).

Do not hesitate to present your ID for a large family at entertainment and cultural institutions where you are entitled to benefits. This should not be regarded either by you, or, especially, by those around you, as begging. Knowing your rights is only half the battle; the most important thing is to be able to implement them.
