Although the holiday acquired official status only in 1988, people of the relevant profession celebrated it much earlier. A little later, the government reconsidered the relevance of the chosen date and moved the holiday to March, but the specialists accepting congratulations decided to celebrate both holidays. When the USSR collapsed, many countries abandoned the celebration of this date or moved it to another date. However, there are still countries, including Russia, that continue to celebrate a similar professional day in March.

However, a number of reforms adopted in the 90s of the last century and affecting the country’s economy significantly reduced the amount of financial influence on housing and communal services funds. Because of this, modern funds in this area have deteriorated significantly. Recent data confirms that wear and tear has reached 60% of the total and most of these assets are operating at capacity.

The current state of consumer services and housing and communal services

Housing and communal services are currently in a deplorable state due to significant wear and tear of equipment. Unlike Soviet times, almost all non-productive and production services provided in Russia require payment. The holiday was celebrated for the first time in 1966. It was combined with Trade Workers' Day until 1988. The system of providing household services itself began to operate after the October Revolution.

After the collapse of the USSR, this holiday continues to be celebrated not only here, but also in some CIS countries.

Today, utility workers ensure uninterrupted operation and availability of water, light, heat and gas in homes. This holiday has been celebrated in the Soviet Union since 1966 on the fourth Sunday of July as the Day of Trade, Consumer Services and Housing and Communal Services Workers. According to the Decree of the Presidium of the Supreme Soviet of the USSR dated October 1, 1980 No. 3018-X “On holidays and memorial days”, as amended by the Decree of the Presidium of the Supreme Soviet of the USSR dated November 1, 1988 No. 9724-XI “On amendments to the legislation of the USSR on holidays and memorials” days" it was moved to the third Sunday in March. The first decrees and resolutions of the Soviet government aimed at developing the sphere of consumer services were adopted in 1917-1921. Since that time, the consumer service system has begun to actively develop. We include all those services that create comfort and convenience in our lives as household services.

It is impossible to overestimate the importance of professionalism and responsibility of those who work in the field of housing and communal services. Workers in this industry work tirelessly to ensure that our homes always have water, gas, heat and light, so that parks and squares, streets and roads, courtyards and entrances are pleasing to the eye.

Households, studios, factories, workshops, and salons provide services for apartment renovation, furniture manufacturing and repair, laundry and dry cleaning, custom tailoring and repair of shoes and clothing. Also, household services are provided for the prevention and repair of cars, repair of household machines and appliances, television and radio equipment, and musical instruments. Renting cultural and sports items and household items, cleaning apartments, performing various errands, photography and hairdressing services - all this is in the sphere of conducting the household services we need.

Today, trade and consumer service workers make a huge contribution to the development of the economy of our country, expanding the range of services and improving their quality. It just so happens that some holidays in Russia are celebrated twice. People don’t mind celebrating both Catholic and Orthodox Christmas, and the New Year in the new and old styles is generally taken for granted. Representatives of some professions, due to a combination of circumstances, have more than one holiday. The Day of Housing and Public Utilities Workers is one of the striking examples; the date of its celebration has been postponed several times over the course of half a century, and the service itself was organized back in the seventeenth century.

A little history

Since the reign of Alexei Mikhailovich, or rather since April 1649, there has been an Order on the City Deanery in Rus', which at the legislative level required the maintenance of courtyard areas in order. Peter the Great in 1721 completely transferred the functions of the so-called “public deanery” to the department of the police, which had already been organized by that time.

The Bolsheviks, who inherited palaces, mansions and estates from Tsarist Russia, which later housed museums and schools, cultural centers, as well as various organizations of the new, first began to think about the organization of housing and communal services, close to the version that exists to this day. mode. Parks also required maintenance, especially those with fountains.

One can only guess about the quality of services provided then. At that time, housing and communal services workers practically did not exist. Representatives of the proletariat mastered professions unfamiliar to themselves, without qualified mentors and teachers, with the exception of janitors, whose work did not require special skills and abilities.

When and how did Housing and Communal Services Workers Day appear?

Since 1966, on the fourth Sunday of July, the USSR begins to celebrate the Day of Trade, Consumer Services and Housing and Communal Services Workers. By this time, the industry is already quite developed and a number of educational institutions are training specialists in the relevant professions.

In November 1988, a number of changes were made to the legislation of the USSR regarding professional holidays and memorable dates. From now on, for utility workers, trade workers and representatives of the service sector, the day of celebration is moved to the third Sunday in March. Subsequent changes that took place in 2013 concerned the allocation of Trade Day as a separate holiday. Now it should be celebrated on the fourth Saturday of July. The Day of Housing and Public Utilities Workers and Consumer Services was not postponed; it is celebrated, as before, in March.

Is it easy to be a representative of a utility service?

Work related to serving the population has always been considered difficult. This is partly because when we use water or electricity, we simply don’t notice it. The mechanism has been streamlined due to the fact that today there are about 2 million people working in housing and communal services in Russia.

We take a tidy local area, well-groomed flower beds, modern playgrounds, a properly working elevator, and renovated entrances for granted. And if suddenly something goes wrong, then you can remember about the utility workers.

A leaking faucet or sparkling wiring immediately evokes negative emotions. It is at this moment that we remember the existence of public utilities. And if a brigade serving a large area is suddenly delayed, then there is no limit to the indignation.
