What documents need to be provided?

Documents for a refund for kindergarten

Let us remind you that the state can return money only to the parent in whose name the contract with the kindergarten was concluded. To apply for compensation, you must collect a package of documents, which includes:

In some regions, it is additionally required to provide a certificate of stay in the queue at a preschool educational institution, an order for maternity leave and other papers. The full list of documents must be clarified in the specific preschool educational institution with which the parents have an agreement, or in the social authorities. protection if the parents' application for compensation is refused by the district office.

The package of documents must be given to the head of the kindergarten, and the date of receipt of the documents is recorded in a special journal. The safety of each document is the responsibility of the DOU.

Since 2019, after certification of all documents, the administration of the preschool educational institution can redirect the parent to submit documents to local government authorities or social services. protection. How to correctly calculate the amount of compensation

Calculation The amount of compensation depends on the number of children in the family, and a partial refund is calculated from the amount of parental fees for the maintenance of the child as a whole - for food, a place in kindergarten, additional educational services (if any), etc.

The percentage of compensation depends on the total number of children in the family, regardless of how many of them attend kindergarten. The compensation percentages are as follows:

  • first child – 20%;
  • second child – 50%;
  • third and subsequent children – 70%.

In addition to the number of children in the family, in size compensation plays a role in the average parental payment of a preschool educational institution of this category for a particular region. This is especially true for private kindergartens, where payment compensation occurs precisely in relation to this value, and not the fee established by the contract.

Please note that the amount of parental payment does not necessarily have to be the monthly fee set by the kindergarten. The interest deduction is based on the actual amount spent by the parent. For example, if out of 23 working days of the month a child attends only 20, then the actual payment decreases according to the days missed - which means the compensation also becomes less.

How does a refund for kindergarten work?

The decision to pay compensation is made not by the kindergarten administration, but higher authorities. The procedure for obtaining compensation may be different in each region of the country, depending on the formed legislative acts on this issue. Documents submitted to the kindergarten manager undergo the following processing algorithm before becoming the basis for payment of compensation:

  • copies of all submitted documents are verified with the originals and certified with the seal of the preschool educational institution, after which the originals are returned to the applicant;
  • information from the submitted documents forms the basis for the generated lists, which the administration of the preschool educational institution transmits every quarter to the authorities of the district administration, social protection and education.

If the district administration refuses to accept the application, the applicant contacts the social authorities. protection with the same package of documents, attaching to it an agreement with the preschool educational institution and copies of receipts for payment for educational services.

The payment is made by the preschool educational institution itself through the accounting department. However, you will have to confirm your right to receive compensation every quarter - i.e. constantly provide the specified package of documents to the head of the preschool educational institution. Parents may have difficulties in returning part of the money for a private kindergarten. The law states that financial support is provided only to visitors of state and municipal educational institutions.

However, the right to compensation is still granted to clients of private gardens. True, its calculation is not based on the actual payment established by the contract, but on the average cost of a preschool educational institution of this category in the region. For example, if a private kindergarten is classified in the second category, then the parental payment for compensation will be calculated relative to the average cost of visiting a state preschool educational institution of the second category, and not for the entire month, but by the number of days that the pupil visited.

In private preschool educational institutions, the contract provides for a refund for days when the child is absent from the group - for example, a refund for meals or for a place. However, the regulation of this issue is entirely under the responsibility of the administration of the institution, which sets such standards independently. All payment details are specified in the agreement concluded with the institution.

Thus, compensation for kindergarten attendance can provide significant financial assistance to parents with several children attending kindergarten. The procedure for processing such compensation itself does not require collecting a large amount of paperwork, but its conditions largely depend on regional laws.

Not all families have the time and resources to raise a child at home, but quite the opposite, which is why many children begin to attend kindergarten after one and a half years, since parents need to go to work and find additional funds to support the baby.

However, there are not enough places in kindergartens for all children, so parents have to decide on the issue of child care with the help of grandmothers and the law.

Who is eligible for a place in kindergarten?

In accordance with Article 43 of the Constitution of the Russian Federation, every resident of the Russian Federation is guaranteed universal access to preschool education, and from a very early age, because on the basis of Article 67 of Federal Law No. 273, a child can be enrolled in a kindergarten from the age of 2 months, of course, if this rule enshrined in the Charter of the preschool educational institution, although many kindergartens prefer to accept children no earlier than two years of age.

Also, taking into account that children are the future of the state, a procedure for enrolling children in preschool educational institutions has been developed at the legislative level, approved by Order of the Ministry of Education of the Russian Federation No. 293, according to which all children from the moment of birth subject to registration to the education department at the place of residence for the purpose of rational distribution of places in kindergartens.

The specified Order states that to begin with, children are simply registered, and when they reach the required age and submit an application from parents asking for a place, a referral is issued to a preschool educational institution that has a free place and is located at the child’s place of residence.

Of course, taking into account the norms of Article 6 of Federal Law No. 124, a place in kindergarten should be provided to everyone, but first of all to the lists of preschoolers beneficiaries are included, in particular:

Based on Article 65 of Federal Law No. 273, at the regional level, local governments have the right to set their own level of payment for the services of an educational organization in the region, but not more than the maximum established by the state. That is, parents will not pay more than 100 rubles a day even in a private kindergarten.

Also, in accordance with Part 5 of Article 65 of Federal Law No. 273, parents or legal representatives of the child are also provided right to compensation for part of expenses for payment of educational services:

  • if there is one child in the amount of 20%;
  • if there are 2 children in the amount of 50%;
  • 70% if there are 3 or more children.

And the stipulated norm states that this compensation is paid to all parents without exception, however at the local level Self-government bodies have the right to establish additional benefits to increase the amount of compensation, that is, for preferential categories, the amount of compensation can be increased at the expense of local budgets, which can already identify more needy families on the spot.

The documents received from several parents are then compiled into a list, attached to a cover letter and sent to the Department of Education and the Social Security Administration. Payments for lack of places in kindergartens

However, not all children can be accepted into kindergarten, despite guarantees of universal access to education; many of them simply may not have enough places, which is actually what is happening at the present time. And although the bill amending Federal Law No. 273 on providing compensation to parents who are forced to extend maternity leave due to lack of free space was created back in 2011, it was never approved at the federal level. Although the constituent entities of the Russian Federation were given the right to establish this type of compensation at the regional level.

In particular, a similar type of compensation was established in many districts for mothers who raise children from one and a half to 6 years old in the amount of 1,000 to 6,000 rubles. Registration procedure

Based on Article 65 of Federal Law No. 273, compensation for babysitting applies to all parents, and all educational institutions are required to pay it, regardless of their form of ownership, that is, private kindergartens are required to return part of the money from parental fees in the same way as public ones.

But the conditions for paying compensation for the lack of free places in educational institutions provide for the payment of this compensation only in relation to those children who were registered and applied for a place in preschool educational institutions that are state or budgetary institutions. Possible changes and news in this matter

Of course, the educational system is not perfect, especially in light of the demographic explosion after a long recession, which in fact provoked real problems of lack of free places.
