One-time assistance to large families of first-graders. Compensation and other types of government support for parents of first-graders

In order to find out whether you are entitled to government assistance in preparing for school or not, you should carefully study all the nuances of such a procedure.

Which regions of Russia are eligible for registration?

The initial question that interests those who are entitled to payments to large families for first-graders is: which districts have the right to formalize such a procedure? Such benefits are mandatory for payment in the following regions:

  1. The Moscow region and the capital itself.
  2. St. Petersburg and region.

In addition, such payment must necessarily be present in the following areas:

  1. Arkhangelsk.
  2. Belgorod.
  3. Bryansk.
  4. Vladimir.
  5. Voronezh.
  6. Volgograd.
  7. Vologda.
  8. Ivanovo.
  9. Kaliningrad.
  10. Kaluga.

Along with them, this list also includes the following edges:

  • Altai.
  • Kamchatka.
  • Krasnoyarsk
  • Krasnodar.

In the future, a one-time payment to a first-grader from a large family will be awarded in the following republics:

  1. Komi Republic.
  2. Kabardino-Balkaria.
  3. Karelia.
  4. Mordovia.
  5. Chuvashia.

Thus, in almost every district, persons from low-income or large families have the right to submit an application for the payment of a one-time benefit to government agencies.

Types of financial assistance from the state

The second question that concerns citizens: what payments are due to a first-grader from a large family? If your family is classified as low-income or with many children, the state provides two types of financial assistance. Both of them are issued after the application is submitted and reviewed. Such government support includes:

  1. One-time financial assistance to a first-grader.
  2. Cash support for purchasing office supplies every month.

Absolutely all low-income or large families can apply for one-time assistance. Paid as a one-time payment, these funds vary in size depending on the region and can be paid for each child individually.

Monthly social security payments to first-graders from large families in the form of the purchase of office supplies are made for the same categories of families as lump-sum payments. To register them, the same documents are submitted to the social protection department at the place of residence. However, the amount of such assistance is significantly lower than a one-time assistance.

List of benefits paid by the state

Along with monthly and one-time payments, low-income and large families also receive an additional payment to large families for a first-grader, expressed in the form of the following benefits:

  1. Extraordinary admission of a child to a regular or sanatorium-type kindergarten.
  2. Free breakfasts and lunches at school throughout the entire period of study.
  3. Issuance of medicines using discount coupons.
  4. Receiving free vouchers to sanatoriums and health camps.
  5. Receiving prostheses and orthopedic shoes free of charge - subject to a medical certificate.
  6. The school provides free casual and sports uniforms.
  7. Receiving a half-reduced payment for travel on any type of transport within the Russian Federation to a sanatorium or camp. This benefit also applies to the child’s parent.

Which families are entitled to social benefits?

A one-time, monthly and preferential payment to large families for a first-grader is assigned, as written above, to the poor and needy. These, in particular, include:

  • Parents with low income. It refers to wages that do not reach the subsistence level.
  • Absence of a breadwinner or mother.
  • Large families. They mean those that contain two or more minor children.
  • The family in which a conscript who has gone to his place of military service lives.

Along with these criteria, there is also an income criterion. It refers to the average earnings of all family members. You can find out by adding up all incomes and dividing by the number of people registered in one living space. If the subsistence level is not reached, such a family is automatically assigned to the poor and needy.

What document is used by social security when assigning preferential payments?

Unfortunately, the situation is such that not all representatives of social protection conscientiously fulfill their work duties. It is in such cases that every family applying for the category of the poor and needy needs to know the documents that social protection representatives use.

The main document that classifies any family as low-income and large families is Decree of the President of the Russian Federation No. 431 “On measures for social support of large families” dated May 5, 1992, which includes amendments from 2003. It does not contain a direct concept of a “needy family”, but it does indicate the independent designation of this category. It must be installed according to the following data:

  1. The culture of a particular region.
  2. Birth and death rates.
  3. Economic situation.

After analyzing the data obtained, a document should be issued with indicators according to which a particular family can be considered low-income in a particular region.

In what form can financial assistance be provided?

The list was posted above about what payments are due to first-graders from large families. However, they are not always issued in monetary terms. Sometimes it is issued in the form of things or at other times.

For example, in Nizhny Novgorod and Murmansk, social protection is guided by the Resolution on the payment of funds to a certain category of families, according to which those in need are paid from 1,600 to 3,100 rubles per minor.

And payments to large families per first-grader in Moscow and the region are made only once a year, and it is aimed at purchasing school clothes for each child from large and low-income families. Petropavlovsk-Kamchatsky adheres to exactly the same policy, with the addition of payment for stationery and shoes.

Based on these indicators, it becomes obvious that the payment of financial assistance is not always once a month or once in a child’s entire life. In order to find out exactly whether your large family is entitled to payments to a first-grader, you need to promptly send a request to the social protection authorities.

How to send a request to social security?

To send a request and find out about the possibility of receiving assistance from the state, you can use one of three methods:

  1. Visit to the local social welfare office.
  2. Sending an application by email to the head of administration or governor.
  3. Fill out an application on the website of the social protection authority.

When using one of the three points, it is imperative to clarify information about the list of benefits for your family and the documentation to be provided.

The response usually arrives within 30 days. If the decision is positive, you need to start collecting documentation.

Documentation of payment

When making payments to first-graders from large families, the amounts, as mentioned above, are given differently. However, not only this indicator may vary in regions, but also the paperwork. The most accurate list is prescribed by a social protection representative. However, there is a general list of documents that must be provided to a government agency. This includes:

  1. Identification document of the applicant.
  2. Birth certificate of the child or children.
  3. Certificate about the number of people living in one living space.
  4. Document from the Ministry of Social Development in the region of residence. It must indicate that no payments were made in favor of the future student. It is especially necessary for those whose relatives live at a different address.
  5. A document from an educational institution confirming the child’s admission to 1st grade.
  6. Details of the bank account to which funds should be credited.

Preparation of documentation (a complete package of documents) should take no more than six months from the moment the child transfers from kindergarten to school.

You should also make an appointment with your local social security office in advance. To establish contacts for this service, you can use the World Wide Web. A convenient service today that is available to everyone.

Over what period of time must the payment be made?

One-time benefits, as well as other types of benefits, are assigned by government agencies after receiving a request from the same person. The payment itself is made during the period from the last summer month to the beginning of winter of the current year.

However, if the data provided by the parent or representative is incomplete or incorrect, no payment will be made. In this case, the person will face a refusal and payment of a fine, the amount of which is determined in accordance with the current legislation of the Russian Federation.

In what cases is a refusal of assistance issued?

Payment from the state is not made in the following cases:

  1. Lack of grounds for providing financial assistance.
  2. False or incomplete information in documents submitted to social security authorities.
  3. Lack of originals or certified copies of documents or their late provision.

Every family claiming to be classified as low-income and needy needs to know the documents that social protection representatives use. If any of the above items are present, financial assistance will not be provided to applicants.

What payments are due to first-graders from large families in 2017 CHILD BENEFITS First-graderThe problem of low-income families, unfortunately, remains relevant for many regions of the Russian Federation. Families with low incomes, with the absence of one of the parents, large families... Regardless of the region of their residence, be it Moscow, Krasnodar Territory, Novosibirsk, etc., the state provides some assistance to all these people. One of its types remains payments to parents whose children go to school for the first time on September 1. Who has the right to apply for funds and how much money is now due to future first-graders? Who can receive payments This type of financial assistance is intended for low-income families who, for one reason or another, do not have the opportunity to provide their child with everything necessary. Unfortunately, there are still people in our country who earn less than the living wage, and getting a first-grader to school for some families simply seems like an impossible task. The current legislation clearly defines families that can be classified as low-income. In particular, the following may qualify for “children’s” payments: parents with low income; single-parent families in which a child is raised by only one person; parents who are raising more than two children; a family in which a person was sent to military service according to conscription. However, to determine such a concept as need, it is not the composition of families that is considered, but primarily their income per person. In order to determine whether your family meets this criterion, it is enough to carry out a basic mathematical operation: sum up the income of all family members and divide it by the number of people. If the final result is below the subsistence level established in the region, then your family is considered low-income, and you can qualify for appropriate social benefits. In particular, large families in 2016 and 2017 can count on the following types of assistance: One-time financial assistance at the time the preschooler enters first grade. Monthly payments for the purchase of office supplies. As for the first type of material assistance, all needy segments of the population can receive it. Such payments are made only once, their size can be very different for different regions. Moreover, if several children go to school at once, money is awarded for each separately. In order to receive such financial assistance, at least one of the parents, guardians or guardians of the child must contact the department of benefits and social payments at the place of residence, submitting the following documents: your own passport; birth certificate of a first-grader; certificate of family composition; a document from the regional office of the Ministry of Social Development, which confirms that similar payments in favor of the child were not made in another district or city. This will be relevant if anyone from the family in which the first-grader lives is registered at a different address; a certificate from a school or other institution confirming that the minor has entered 1st grade from the current year; details to which financial assistance will be transferred. As for the application deadline, you don’t have to rush to collect all the necessary documents by September 1st. Submission of the necessary papers can be completed within 6 months from the date of commencement of studies. However, this money is only a one-time help, and the child will have to study for a long time. He needs a huge number of various stationery items, the purchase of which can also become a real problem for parents. That is why the second type of financial assistance was established, namely payments for the purchase of stationery for the child. It is made monthly, but its size, of course, is significantly lower than that of a one-time payment. Low-income and large families can receive them, and they also need to be applied to the department of benefits and social payments in the region. As for the required documents, the list is as follows: passport (original and copy); a document confirming the large number of children and/or a certificate of family income (original and copy); birth certificate; a certificate stating that the minor was admitted to first grade; if the document is brought by an authorized representative, he must present a passport and confirm his authority; if children live not with their parents, but with guardians, it is also necessary to bring an extract from the relevant authorities confirming this fact. The deadline for applying in this case is somewhat shorter and you must apply no later than December 31 of the current year. The state is doing everything possible to somehow simplify this process and assign appropriate payments. Every family that needs them can receive them, so if sending your child to school seems to you to be a significant blow to the family budget, visit the department of benefits and social payments at your place of residence. Russian legislation does not provide a clear answer to the question of what compensation is due to first-graders or their parents. In most cases, compensation and any other assistance to schoolchildren is determined by regional legislation. It must be taken into account that in the vast majority of cases, the priority recipients of assistance are large and low-income families, as well as families of law enforcement officers.

For example, in Moscow no payments are provided; instead, parents of first-graders can claim partial compensation for money spent on a school uniform, briefcase, office supplies, etc. in the amount of up to five thousand rubles. In the Rostov region the situation is different, moreover, here it differs even at the municipal level. For example, in the Oryol district of the Rostov region, parents can count on an amount of several thousand (depending on various factors) in anticipation of the start of the school year, as well as additional payments. In Rostov-on-Don itself, another mechanism of state support is provided.

Payments to first-graders in the Perm region in 2019 are of a slightly different nature. The program was introduced only in 2016, but its mechanism has already been tested. From a bureaucratic point of view, the process is simplified, since the parent applies directly to the school with the application. Two weeks after submission, parents will know the result. As a rule, an amount of five thousand rubles is required and also allocated, but sometimes it can be provided in the form of items necessary for the student. The situation may be different in other regions.

Preparation process

For this reason, those wishing to apply for supposed compensation for first-graders should rely primarily on regional programs. By the way, not every subject of the Russian Federation provides them at all. That is, the legislation of the Russian Federation does not establish a certain amount of benefits, compensation and payments for the designated category. To achieve the appropriate privileges, you will have to deal with bureaucratic procedures. First you need to clarify what you can count on. This can be done through a lawyer or through the social security authorities.

But even if a particular region does not provide local programs to assist parents of first-graders, there is still a way to obtain government assistance. According to modern Russian legislation, low-income families have the right to a payment of 7.5 thousand rubles to help prepare their child for first grade. There may be more children - no problem. For each first-grader, parents will receive exactly the same payments, at least in 2018 and 2019. It should be added that disabled parents have completely different conditions and apply for more significant support from the state, which is provided for by a number of laws, for example.

What documents are required to process compensation and payments?

To process both regional and federal payments, you will need a certain set of documents submitted by parents or guardians:

  • passport and a copy of the required pages;
  • birth certificate of the child (future first-grader), as well as other children, if any;
  • , sample (of course, families with many children are exempt from the need to submit this document);
  • a document confirming the child’s enrollment in first grade;
  • certificate of family composition.

In addition, it will be necessary to confirm that the first-grader actually lives with the applicant. Large families are not required to confirm their income, but they will need to prove the presence of three or more dependent children.

The timing of the provision of appropriate assistance may vary in different regions, but usually they do not exceed twenty days. Conditions change from time to time and not always for the better. However, now most regional programs continue to function. Most likely, payments to parents of first-graders in 2019 will be at the level of 2018, despite the fact that a number of entities have not yet decided on a final decision.

Benefits upon admission to first grade

The issue of benefits when enrolling in school and entering grade 1 requires special consideration. Children of certain categories of citizens can count on priority enrollment. Low-income people are not included in their number, unless other children from the same family are already studying in this educational institution. Who has benefits when enrolling in school in this case? Children of military, police and other law enforcement agencies, as well as children of judges, can count on benefits when entering school. Families with many children can also be calm about the priority enrollment of their children.

Did you know that there are payments for first-graders?!)) I knew, but it turns out that not only a one-time payment (to get the child ready for school), but also monthly payments for the purchase of office supplies.

In our region, you can apply for the first (one-time) one, but I only recently found out about the second. I’ll check with social security.

Here's an article about it

Who can receive payments

This type of financial assistance is intended for low-income families who, for one reason or another, do not have the opportunity to provide their child with everything necessary. Unfortunately, there are still people in our country who earn less than the living wage, and getting a first-grader to school for some families simply seems like an impossible task. The current legislation clearly defines families that can be classified as low-income. In particular, the following may qualify for “children’s” payments:

  • low-income parents;
  • single-parent families in which a child is raised by only one person;
  • parents who are raising more than two children;
  • a family in which a person was sent to military service according to conscription.

Types of financial assistance for first-graders

If your family income is low and you need social protection, current legislation provides for two different types of financial assistance. In particular, large families in 2015 and 2016 can count on the following types of assistance:

  1. One-time financial assistance at the time a preschooler enters first grade.
  2. Monthly payments for the purchase of office supplies.

As for the first type of material assistance, all needy segments of the population can receive it. Such payments are made only once, their size can be very different for different regions. Moreover, if several children go to school at once, money is awarded for each separately. In order to receive such financial assistance, at least one of the parents, guardians or guardians of the child must contact the department of benefits and social payments at the place of residence, submitting the following documents:

  • own passport;
  • birth certificate of a first-grader;
  • certificate of family composition;
  • a document from the regional office of the Ministry of Social Development, which confirms that similar payments in favor of the child were not made in another district or city. This will be relevant if anyone from the family in which the first-grader lives is registered at a different address;
  • a certificate from a school or other institution confirming that the minor has entered 1st grade from the current year;
  • details to which financial assistance will be transferred.

As for the required documents, the list is as follows:

  • passport (original and copy);
  • a document confirming the large number of children and/or a certificate of family income (original and copy);
  • birth certificate;
  • a certificate stating that the minor was admitted to first grade;
  • if the document is brought by an authorized representative, he must present a passport and confirm his authority;
  • if children live not with their parents, but with guardians, it is also necessary to bring an extract from the relevant authorities confirming this fact.

The deadline for applying in this case is somewhat shorter and you must apply no later than December 31 of the current year.
